I am moving through paragraph 08.016, and here’s a common word used 185 times in the work. It has meanings to do with distillery (not used in The Hobbit); to do with lack of commotion (as in still water or the still, small voice) and with this meaning can be adjective, adverb, or noun; and from lack of commotion we get to the exclusively adverbial meaning.

So, OED, bless it, tells me that this meaning is obsolete and poetic:

With reference to action or condition: Without change, interruption, or cessation; continually, constantly; on every occasion, invariably; always. Obsolete exc. poetic.

But tells me that meaning 4 is different from that obsolete one:

4. Indicating the continuance of a previous action or condition.
